We released a National Blueprint for Effective Textile EPR Policy
Last week, American Circular Textiles (ACT) released “A National Blueprint for Effective EPR,” a first-of-its-kind policy paper outlining our vision for scalable, infrastructure-driven extended producer responsibility (EPR) for textiles in the United States. Drawing on ACT’s leadership in shaping California’s SB 707 and advancing federal incentives through the Americas Act, this blueprint serves as a practical roadmap for lawmakers and industry stakeholders.
The paper provides policy guidance rooted in industry expertise and highlights key design principles, including dual eco-modulation, infrastructure investment, and equitable implementation to ensure that textile EPR programs are not only effective but also economically viable. It also outlines lessons learned from international and state-level EPR programs and offers recommendations for how federal coordination can avoid the pitfalls of fragmented regulations.
This paper is designed to guide policymakers, NGOs, and private sector leaders in shaping the evolving landscape of textile EPR in the United States.
