A National Blueprint for Effective EPR

Cover page of a report titled 'A National Blueprint for Effective EPR' by ACT American Circular Textiles, dated April 2025, featuring a pile of assorted clothing and textiles in black and white.

American Circular Textiles (ACT) presents this first-of-its-kind national blueprint for effective extended producer responsibility (EPR) for textiles — a framework designed to strengthen U.S. manufacturing, build domestic reuse and recycling systems, and avoid the failures seen in fragmented international approaches. This blueprint outlines how strategically designed EPR can drive circularity and economic growth through targeted incentives, infrastructure investment, and a unified federal policy framework.
