Stop Double Taxation on Secondhand Clothing!
Campaign Overview.
Launched in 2024, this ongoing American Circular Textiles initiative brings together retailers, resale platforms, repair businesses, and circular economy leaders to eliminate the double taxation of secondhand apparel, repairs, and alterations across the United States.
This is not just an environmental issue—it’s an affordability issue for families, a competitiveness issue for businesses, and a common-sense tax policy reform.

The Problem.
Secondhand clothing, repairs, and alterations are often taxed twice: once when an item is sold new and again when it is resold or repaired. This creates an unnecessary financial barrier to circular fashion.
