Rachel Kibbe is the founder and CEO of American Circular Textiles, the leading U.S. coalition advancing circularity and sustainability in the textile sector. With a background in entrepreneurship and policy advocacy, Rachel has played a key role in shaping legislation and building strategic alliances across industry, government, and nonprofit sectors. Her leadership has positioned American Circular Textiles as a trusted partner in driving systemic change, from extended producer responsibility to domestic manufacturing revitalization. A recognized voice in sustainability, Rachel has been named a 2024 Sustainable Thought Leader by Vogue Business and featured in The New York Times, Forbes, The Guardian, WWD, and The Business of Fashion. Through American Circular Textiles, she continues to lead collaborative efforts to build a circular economy that strengthens both environmental and economic resilience.
Bryce Ott.
Bryce brings a strong background in fashion, sustainability, and operations to their administrative and operational work. With a BS in Fashion Merchandising and a BA in Environmental Studies from Kent State University, Bryce’s experience includes retail management, energy sector recruitment, sales and marketing, and nonprofit program coordination. Known for exceptional organizational skills and a passion for circular textiles, Bryce contributes meaningfully to efforts advancing sustainable fashion and textiles.

Driven by a background in fashion retail merchandising and e-commerce, Jamie’s path into sustainability began with a firsthand reckoning of the industry’s overwhelming waste. Confronted with its environmental toll, she became committed to driving meaningful change. After earning her MBA in Sustainability, Jamie is now pursuing a PhD in Apparel, Merchandising, and Design at Iowa State University.
Olivia Rockeman.
Copywriter & Editor
Olivia Rockeman serves as a copywriter and editor, leveraging her background as a journalist to develop communications related to textile waste and circularity on our website and across social media. She's written about textile recycling, fashion policy, and the carbon footprint of the fashion industry for publications including Vogue Business and Bloomberg Green. In addition to her work with CSG, Olivia is pursuing an MFA in creative writing at The New School.
Teresa Milio Birge.
State Policy Manager
Teresa is a seasoned public policy strategist with a strong track record of advancing impactful legislation and advocacy initiatives across both the private and nonprofit sectors. Her experience spans roles as state legislative committee staff and leadership positions within major associations, where she has shaped policy agendas at the state and national levels. A skilled researcher and legislative analyst, Teresa specializes in translating complex bills into actionable insights. She now support efforts at American Circular Textiles, to advance state policies that promote responsible textile systems and circularity.
Randall Gerard.
Federal Public Affairs Consultant
Randall Gerard is a seasoned government relations expert with deep connections in Washington, D.C., and state capitals nationwide. As a principal liaison for Cogent Strategies, he leads outreach to Republican leadership and drives policy campaigns on tax, energy, environment, telecommunications, and education. A key figure in the Republican Governors Association’s National Finance Committee, Randall has helped shape major legislation, including the 2017 Tax Cuts and Jobs Act, and secured critical federal appropriations post-9/11. Beginning his career under Senator John McCain, he now splits his time between Washington and Dallas while remaining active in business mentoring—and formerly coaching his daughter’s basketball team, the Sassy Unicorns.

Seth Levey is a global sustainability, public policy, and corporate affairs leader. Seth is Head of US Corporate Affairs for Glencore and most recently was Head of Public Policy and Sustainability at thredUP. He’s also held positions at Equinor, Edison Electric Institute, and ExxonMobil. Seth also sits on the Boards of NewRange Copper Nickel and the National Civic Art Society. He holds a Masters of Public Administration from Columbia University and a BA in Government and History from William and Mary.
Lewis Perkins.
As President of the Apparel Impact Institute, an organization that identifies, funds and scales proven environmental impact solutions in the apparel and footwear industry, Lewis oversees the collaboration of brands and manufacturers on the forefront of global efforts to reach the industry’s sustainability goals. Lewis was previously the president of Cradle to Cradle Products Innovation Institute, where he launched the Fashion Positive Initiative for circular materials. He holds an MBA with a focus on corporate social responsibility from Goizueta Business School at Emory University and a BA from Washington & Lee University.
Verena Radulovic.
Verena Radulovic is Vice President for Business Engagement at the Center for Climate and Energy Solutions (C2ES) where she works with businesses, policymakers, and other stakeholders to advance business action on climate mitigation and resilience and help galvanize business support for ambitious, practical climate policies and solutions. She manages the Business Environmental Leadership Council (BELC), one of the largest U.S.-based cross-sectoral group of corporations taking action on climate. She brings over 15 years of experience managing public-private partnerships at the EPA with industries that measure and reduce the carbon footprint of their operations, supply chains, and products.
